Global Regulation of Child Pornography on the Internet
The Council of Europe has prepared a Convention on the Protection of Children against Sexual Exploitation and Sexual Abuse, which will include a global consensus on child pornography on the Internet. This convention could become a convergence point for the development of an international regime that could protect children from pornography and other inappropriate content on the Internet. The success of this initiative could lead to other solutions for Internet governance issues requiring consensus (racist materials, Spam) and the bottom-up approach may contribute to the confidence-building needed for addressing even more contested Internet governance issues, such as the management of critical Internet resources (Internet names and numbers). For more information, see the Council of Europe press release.
