Dr Bastiaan Quast is a researcher at the International Telecommunications Union (ITU). His interests include artificial neural networks (R and Phyton), machine learning, data science, microeconomic estimators, quantum machine learning, and complexity modeling. He holds a PhD in Development Economics from the Graduate Institute Geneva (IHEID) and a Master’s in Quantitative Economics and Finance from the University of St Gallen. Dr Quast is the author of the machine learning framework ‘rnn’, which implements machine learning algorithms in the R language, helping to expand the analyses of these algorithms from the computer science field to the fields of statistics and social sciences. He previously worked at the United Nations Conference on Trade and Development (UNCTAD), the Internet Society, and The Netherlands Development Finance Company (FMO) in The Hague.
