The heads of state of the member states of the Shanghai Cooperation Organization (hereinafter referred to as the “SCO” or the “Organization”) held a meeting of the Council of Heads of State in Tianjin, China, on September 1, 2025, and issued the following declaration:
I
The global political and economic landscape, as well as other fields of international relations, are undergoing profound historical changes. The international system is evolving toward a more just, equitable, and representative multipolarity, opening new prospects for countries’ own development and mutually beneficial cooperation.
At the same time, geopolitical confrontations are intensifying, posing threats and challenges to the security and stability of the world and the SCO region. The global economy, particularly international trade and financial markets, is suffering severe shocks.
The year 2025 marks the 80th anniversary of the victory in World War II and the founding of the United Nations. The great victory of peace-loving nations united to defeat Nazism, fascism, and militarism determined the course of world history and created conditions for establishing a stable international relations system ensuring peaceful development for humanity. Member states call for remembering the heroic feats of peoples and the historical lessons of World War II.
The United Nations, as a unique intergovernmental organization, has carried out effective work in maintaining peace and security, promoting economic and social development, and safeguarding human rights, facilitating necessary cooperation. Member states reaffirm their commitment to the purposes and principles of the UN Charter and other recognized principles of international law, respect for civilizational diversity, and equality and mutually beneficial cooperation, supporting the central coordinating role of the UN in building a more representative, democratic, and just multipolar world.
The «Statement of the Council of Heads of State of the SCO Member States on the 80th Anniversary of the Victory in World War II and the Founding of the United Nations» was issued.
Member states believe that corresponding reforms of the United Nations are necessary to ensure the representation of developing countries in UN governance bodies and to adapt the UN to current political and economic realities.
Member states reaffirm that in developing relations among SCO member states, they will fully and comprehensively adhere to the purposes and principles of the UN Charter and the SCO Charter, as well as other recognized principles and norms of international law.
Member states advocate respect for the right of all peoples to independently choose their political, economic, and social development paths, emphasizing that mutual respect for sovereignty, independence, territorial integrity, equality, mutual benefit, non-interference in internal affairs, and the principle of non-use or threat of use of force are the foundation for the stable development of international relations.
Member states reaffirm their adherence to the purposes and principles of the SCO Charter, consistently following the “Shanghai Spirit” of mutual trust, mutual benefit, equality, consultation, respect for diverse civilizations, and pursuit of common development, and continuously deepening cooperation to promote security, stability, and sustainable development in the SCO region.
Member states reaffirm their opposition to addressing international and regional hot-button issues through bloc-based and confrontational thinking.
Member states emphasize that cooperation within the SCO framework will lay the foundation for forming an equal and indivisible security architecture in Eurasia.
Member states note the initiative to develop the «Charter of Diversity and Multipolarity of Eurasia in the 21st Century», which aims to consolidate the development process in Eurasia.
Member states reaffirm the practical significance of promoting the building of a new type of international relations featuring mutual respect, fairness, justice, and win-win cooperation, as well as a community with a shared future for humanity, and conducting dialogue based on the concept of “One Earth, One Family, One Future.” Member states call on the international community to jointly participate in the «SCO Initiative on United Efforts for a Just, Harmonious, and Developed World».
Member states note the initiative for the UN General Assembly to adopt a special resolution on the “Decade of Building Peace for Future Generations.”
Member states reaffirm that Central Asia is the core area of the SCO, support the efforts of Central Asian countries to maintain national and regional peace, security, and stability, and note the outcomes of the international conference “Central Asia – SCO Core: 25 Years of Cooperation for Common Development” (Dushanbe, June 19, 2025) and the initiative to hold this event annually.
Member states reaffirm the universality, indivisibility, interdependence, and interrelation of human rights, respect for human rights and fundamental freedoms, oppose double standards on human rights issues, and oppose interference in other countries’ internal affairs under the pretext of protecting human rights.
To further improve SCO development and ensure peace, stability, development, and prosperity in the SCO region, member states approved the «SCO Development Strategy for the Next Decade (2026–2035)», identifying priority tasks and main directions for deepening all-round cooperation.
II
Member states advocate building a world of lasting peace and call for a comprehensive response to traditional and non-traditional security threats and challenges.
Member states reaffirm their commitment to continuing to deepen cooperation in jointly combating terrorism, separatism, extremism, illicit trafficking of narcotic drugs, psychotropic substances and their precursors, arms smuggling, and other transnational organized crimes.
Member states signed the «Agreement among the SCO Member States on the Comprehensive Center for Responding to Security Threats and Challenges» and the «Agreement among the SCO Member States on the SCO Anti-Drug Center».
Member states note the proposal to establish a Strategic Security Research Center.
Member states will continue to actively implement the «Program of Cooperation among the SCO Member States in Combating Terrorism, Separatism, and Extremism for 2025–2027» (Astana, July 4, 2024).
Member states strongly condemn terrorism in all its forms and manifestations, firmly oppose double standards in counterterrorism, and call on the international community to play the central coordinating role of the United Nations, fully implement relevant UN Security Council resolutions and the UN Global Counter-Terrorism Strategy in accordance with the UN Charter and principles of international law, jointly combat terrorism, including the cross-border movement of terrorists, and jointly combat all terrorist organizations. Member states emphasize the importance of adopting the «Comprehensive Convention on International Terrorism» by consultation.
Member states strongly condemn the terrorist attack in Pahalgam on April 22, 2025.

Member states express deep condolences and sympathy to the families of the victims and the injured, and believe that the perpetrators, organizers, and financiers should be held accountable.
Member states reaffirm their firm commitment to combating terrorism, separatism, and extremism, and will not allow the use of terrorist, separatist, and extremist organizations for personal gain. Member states recognize the key role of sovereign states and their competent authorities in addressing threats of terrorism and extremism.
Member states emphasize the importance of multilateral cooperation in combating terrorism and cutting off terrorist financing channels, and note the outcomes of the high-level meeting “Strengthening International Counter-Terrorism Cooperation and Establishing a Flexible Border Security Mechanism – Dushanbe Process Kuwait Stage” (Kuwait, November 4–5, 2024).
Member states note the proposal to hold the next high-level meeting on border security and control of the “Dushanbe Process” in New York in 2026.
Member states highly appreciate the role of the SCO Regional Anti-Terrorist Structure in organizing joint counter-terrorism exercises and command-post exercises, tracking the regional situation through practical measures such as intelligence exchange and counter-propaganda operations, and note the results of the joint counter-terrorism exercise “Cooperation-2024” (Xinjiang Uygur Autonomous Region, China, July 19, 2024), reaffirming that they will continue to take joint actions aimed at strengthening SCO cooperation in the field of counter-terrorism.
Member states will continue to work together to prevent the spread of radical ideologies, religious intolerance, xenophobia, violent nationalism, and racial and ethnic discrimination. To implement the «SCO Convention on Countering Extremism» (Astana, June 9, 2017), member states adopted the «Program of Cooperation among the SCO Member States in Combating Extremist Ideology for 2026–2030».
Member states welcome the annual adoption by the UN General Assembly of the resolution on «Combating Glorification of Nazism, Neo-Nazism and Other Practices That Contribute to Fueling Contemporary Forms of Racism, Racial Discrimination, Xenophobia and Related Intolerance».
Member states note the importance of further implementing the «Agreement on Cooperation among the SCO Member States in Border Defense» (Ufa, July 10, 2015), and note the results of the joint border operation “Unity-2024” by the border defense authorities of the SCO member states.
Member states reaffirm their deep concern over the ongoing escalation of the Palestinian-Israeli conflict and strongly condemn the actions that have caused numerous civilian casualties and a humanitarian disaster in the Gaza Strip.
Member states emphasize the need to achieve a comprehensive and lasting ceasefire as soon as possible, ensure humanitarian access to Gaza, and intensify efforts to guarantee peace, stability, and security for the residents of the region.
Member states note that the only way to ensure peace and stability in the Middle East is through a comprehensive and just resolution of the Palestinian issue.
Member states strongly condemn the military aggression against Iran by Israel and the United States in June 2025. Such acts of aggression against civilian facilities, including nuclear infrastructure, resulting in civilian casualties, seriously violate the norms of international law and the purposes and principles of the UN Charter, infringe on Iran’s sovereignty and territorial integrity, undermine regional and international security, and have serious consequences for global peace and stability.
Member states note that nuclear safety and the protection of nuclear facilities must be ensured at all times, including during military conflicts, to protect people and the environment from harm. To this end, member states reaffirm their commitment to resolving current issues peacefully through diplomatic efforts.
Member states reaffirm the importance and binding nature of UN Security Council Resolution 2231 (2015) and call for its full implementation in accordance with its provisions. Any attempt to arbitrarily interpret the resolution will undermine the authority of the UN Security Council.
Member states call on the relevant parties to resume constructive dialogue and jointly find solutions to avoid further escalation of the situation.
Member states reaffirm their commitment to helping Afghanistan become an independent, neutral, peaceful country, free from terrorism, war, and drugs, and support the efforts of the international community for peace and development in Afghanistan.
Member states reaffirm that the formation of a truly inclusive government with broad participation of representatives of all ethnic groups and political factions of Afghan society is the only way to achieve lasting peace and stability in Afghanistan.
Member states note the work of the UN Regional Centre for Sustainable Development Goals for Central Asia and Afghanistan, based in Almaty.
Member states express their willingness to continue strengthening effective cooperation among defense departments and note the proposal to develop and sign the «Agreement on Confidence-Building Measures in the Military Field among the SCO Member States».
Member states support further deepening practical cooperation in the field of drug control, including combating crimes using information and communication technologies and the spread of new psychoactive substances, and emphasize the importance of implementing the three UN international drug control conventions and relevant legal documents of the SCO in the field of drug control.
Member states will continue to coordinate positions on drug issues within the framework of relevant UN agencies and other international organizations and bodies. In this context, member states welcome the outcomes of the special session “UN and SCO: Improving Forensic Response to Illicit Drug Trafficking Using the Internet” co-organized by the SCO and the UN Office on Drugs and Crime (Vienna, March 10, 2025).
Member states express concern over the growing problem of illicit production, trafficking, and abuse of narcotic drugs and psychotropic substances, advocate joint efforts to reduce drug demand, and support regular activities such as the “Spider Web” anti-drug operation and the “Drug-Free World” drug prevention campaign.
The «Statement of the Council of Heads of State of the SCO Member States on Effectively Addressing and Responding to the World Drug Problem» was issued.
Member states note, against the backdrop of increasing security threats and challenges, Uzbekistan’s plan to hold an “SCO+” security dialogue.
Member states support the signing of a memorandum between the SCO Secretariat and the Central Asian Regional Information and Coordination Center for Combating Illicit Trafficking of Narcotic Drugs, Psychotropic Substances and Their Precursors, and believe it is important for the SCO Anti-Drug Center under construction to take measures to strengthen cooperation with the Center.
Member states reaffirm that the unilateral and unrestricted strengthening of global missile defense systems by individual countries or groups of countries will harm international security and stability, and believe that seeking security at the expense of others is unacceptable.
As states parties to the «Treaty on the Non-Proliferation of Nuclear Weapons» (July 1, 1968), SCO member states advocate adherence to its provisions, promote the balanced implementation of its objectives and principles in all aspects, consolidate the global nuclear non-proliferation regime, and advance the nuclear disarmament process. They emphasize that the research, production, and use of nuclear energy for peaceful purposes is an inalienable right of all states and should be carried out through equal and sustainable international mutually beneficial cooperation without discrimination. Member states emphasize that the implementation of unilateral restrictive measures in this area violates international law and is unacceptable.
Member states support preventing the weaponization of outer space, believe that strict adherence to the existing legal system for the peaceful use of outer space is crucial, and emphasize the need to sign an international instrument with legally binding force to enhance transparency and provide strong guarantees for preventing an arms race in outer space.
Member states call on all states parties to the «Chemical Weapons Convention» to fully implement the Convention and make it an effective legal instrument in the field of disarmament and non-proliferation. Member states reaffirm their support for the Organization for the Prohibition of Chemical Weapons (OPCW) and support the Organization in resolving internal differences through consensus-based decision-making to ensure its effective operation in accordance with the Convention. Given the completion of the destruction of declared chemical weapons stockpiles, the parties emphasize the practical significance of continuing to advance the Organization’s work, which is in the interests of all states parties to the Convention. The parties support expanding the number of states parties to the «Chemical Weapons Convention».
Member states note the important role of the «Biological Weapons Convention» signed in 1972, advocate adherence to the Convention, strengthen international cooperation, and reach a legally binding protocol with an effective verification mechanism to improve global biological security governance. Member states oppose the establishment of any mechanism that duplicates the functions of the Convention.
To this end, in accordance with UN General Assembly Resolution 79/79 (2024) on «Strengthening and Institutionalizing the Convention on Biological Weapons», member states emphasize the importance of enhancing cooperation to implement the resolution, including studying the establishment of an international biological security agency.
Member states express concern over the growing threats in the field of information security, firmly oppose the militarization of information and communication technologies, and oppose actions that endanger the security of critical information infrastructure.
Member states believe it is important to ensure equal rights for all countries in internet governance and to uphold cyber sovereignty.
Member states reaffirm their commitment to deepening cooperation in the field of international information security, jointly combating cybercrime and cyber terrorism, and emphasize the key role of the United Nations in addressing threats to information space security. To this end, member states support the continued development of universally accepted rules for international information security on a voluntary basis within the UN framework, and call for joint efforts to promote the signing of the UN Convention on Cybercrime and improve mechanisms to combat cybercrime.
Member states reaffirm their willingness to further strengthen exchanges and cooperation in the legal and judicial fields, and support further implementation of the «Agreement on Cooperation among the Ministries of Justice of the SCO Member States» (Dushanbe, August 18, 2015).
Member states will continue to cooperate on anti-corruption work and call on the international community to refuse sanctuary to corruption criminals.
III
The Republic of Belarus, the Islamic Republic of Iran, the Republic of Kazakhstan, the Kyrgyz Republic, the Islamic Republic of Pakistan, the Russian Federation, the Republic of Tajikistan, and the Republic of Uzbekistan reaffirm their support for the Belt and Road Initiative proposed by the People’s Republic of China, and acknowledge the work done by all parties to jointly implement the Belt and Road Initiative, including promoting the alignment of the Belt and Road Initiative with the construction of the Eurasian Economic Union.
Member states believe it is of great significance to utilize the potential of regional countries, international organizations, and multilateral mechanisms to build a broad, open, mutually beneficial, and equal space for cooperation in the SCO region based on the principles of international law and taking into account national interests. To this end, member states note the initiative to establish a “Greater Eurasian Partnership” and express their willingness to promote dialogue among the SCO, the Eurasian Economic Union, ASEAN, and other relevant countries and multilateral mechanisms.
Member states note the role of the SCO region in promoting global economic recovery, maintaining the stability of global industrial and supply chains, and advancing sustainable development.
Member states support further improving and reforming the global economic governance system, will firmly uphold and strengthen an open, transparent, fair, inclusive, and non-discriminatory multilateral trading system based on internationally recognized principles and rules, promote the development of an open world economy, and ensure fair market access and special and differential treatment for developing countries.
The Meeting adopted the «Statement of the Council of Heads of State of the SCO Member States in Support of the Multilateral Trading System».
Member states oppose unilateral coercive measures, including economic measures that violate the UN Charter and other norms of international law, as well as the principles and rules of the World Trade Organization. These measures harm international security interests such as food security and energy security, have a negative impact on the global economy, undermine fair competition, and hinder international cooperation and the achievement of the UN Sustainable Development Goals.
Member states note the initiative to develop an agreement on trade facilitation within the SCO framework.
Member states support further deepening people-centered cooperation, improving the well-being of people in the SCO region, and raising living standards. They will continue to implement the «Program of Multilateral Trade and Economic Cooperation among the SCO Member States» and the «Plan of Actions for the Implementation of the SCO Economic Development Strategy until 2030» adopted by the relevant countries.
Member states note the important contributions of the SCO Member States Local Leaders Forum and the SCO Business Council in promoting economic and trade cooperation within the Organization.
Member states will carry out cooperation in special economic zones in accordance with their respective national laws and regulations and on a voluntary basis, including leveraging the potential of the China-SCO Local Economic and Trade Cooperation Demonstration Area in Qingdao by the relevant countries.
Member states are committed to advancing cooperation in e-commerce, developing digital trade infrastructure, and narrowing the digital divide between developed and developing countries. They note the proposal to develop the «Program of Cooperation among the Authorized Bodies of the SCO Member States on Developing E-Commerce».
The Meeting adopted the «Statement of the Council of Heads of State of the SCO Member States on Strengthening Digital Economic Development».
Member states note the initiative to establish an SCO export credit and investment mechanism.

Member states note the adoption of the «Statement of the Heads of Relevant Departments of the SCO Member States on Strengthening Investment Cooperation in the Field of Sustainable Development», as well as the proposal to adopt the «Comprehensive Measures of the SCO Member States to Promote Mutual Investment».
Member states believe that cooperation in the field of anti-monopoly is important and will strengthen practical cooperation among anti-monopoly agencies.
Member states support reforming international financial institutions to increase the representation and voice of developing countries in the management departments of international financial institutions such as the International Bank for Reconstruction and Development and the International Monetary Fund.
Member states emphasize the important role of financial cooperation in promoting economic growth in the SCO region, and believe it is important for the relevant member states to continue implementing the «Roadmap for Expanding the Share of Local Currency Settlement among the SCO Member States» (Samarkand, September 16, 2022).
The relevant member states reaffirm the importance of establishing an SCO Development Bank and decide to establish the Development Bank and accelerate consultations on a range of issues related to the operation of this financial institution.
Member states emphasize the important role of the SCO Interbank Consortium, noting that after 20 years of development, the SCO Interbank Consortium has become a preferred mechanism in the financial field, and advocate accelerating the resolution of the issue of the authorized bank of the Islamic Republic of Iran joining the Consortium.

Member states are committed to developing mutually beneficial cooperation in the industrial field, including exchanging data on industrial investment projects and holding exhibition events. They note the outcomes of the Meeting of the Ministers of Industry of the SCO Member States held during the International Innovation Industrial Exhibition in Yekaterinburg (Yekaterinburg, July 7, 2025).
The Meeting adopted the «Statement of the Council of Heads of State of the SCO Member States on Green Industrial Cooperation».
Member states support expanding inclusive and mutually beneficial cooperation in the energy field, continuously enhancing the resilience of energy industry and supply chains, and promoting the sustainable, stable, and balanced development of a non-discriminatory global energy market.
The Meeting adopted the «Statement of the Council of Heads of State of the SCO Member States on Sustainable Energy Development» and approved the «Roadmap for the Implementation of the SCO Member States Strategy for Energy Cooperation until 2030».
Member states emphasize the importance of strengthening cooperation in energy security and protection of energy infrastructure, promoting investment cooperation and a fair energy transition in the context of instability in the international energy market, to achieve regional energy sustainable development. They will study and adopt a comprehensive plan to promote comprehensive cooperation in renewable energy.
Member states advocate strengthening energy dialogue with SCO partners and support holding the SCO-League of Arab States High-Level Conference on “Climate Change and Sustainable Energy” (Astana, October 3, 2025).
Member states appreciate the international community’s desire to enhance connectivity and advocate further deepening cooperation in the transportation field on a just and balanced basis in accordance with international law, the purposes and principles of the UN Charter, and the SCO Charter. They emphasize the importance of building new and upgrading existing international transport corridors, including advancing the construction of the “North-South” and “East-West” corridors, fully leveraging the transit transport potential of SCO member states, and note the initiatives of SCO countries in the field of transportation infrastructure, as well as measures taken to ensure stable and smooth supply chains through digitalized logistics, exchange of electronic cargo data, and technological innovation.
Member states note that the China-Kyrgyzstan-Uzbekistan railway has commenced construction.
Member states will continue to implement the «Agreement on the Facilitation of International Road Transport among the Governments of the SCO Member States» (Dushanbe, September 12, 2014), the «Concept of Cooperation among the SCO Member States on Developing Connectivity and Creating Efficient Transport Corridors» (Samarkand, September 16, 2022), and the «Concept of Cooperation among the SCO Member States on Transport Decarbonization, Promoting Digital Transformation and Technological Innovation for More Efficient and Sustainable Development» (New Delhi, July 4, 2023).
Member states note the outcomes of the Joint Committee Meeting on the Facilitation of International Road Transport (Moscow, November 20, 2024), the Meeting of the Heads of Railway Departments of the SCO Member States (Moscow, November 29, 2024), and the Meeting of the Ministers of Transport of the SCO Member States (Tianjin, July 2, 2025), as well as the proposal to hold a Meeting of the Heads of Ports and Logistics Centers of the SCO Member States (Aktau, November 2025).
Member states note the leading role of the Customs Special Working Group in strengthening customs cooperation, including continuously improving the customs governance system, enhancing mutual administrative assistance in enforcement, implementing mutual recognition of the Authorized Economic Operator program, connecting electronic certificates, strengthening customs digitalization and the construction of a single window for international trade, and building “smart customs.”
Member states will strengthen international cooperation in the fields of animal and plant inspection and quarantine, agricultural product and food safety, promote trade in agricultural products and food, and prevent the spread of epidemics and diseases.
Member states support international cooperation in the field of standardization to promote the economic and social development of SCO countries.
Member states will continue to strengthen cooperation in agriculture and food security, promote the construction of agricultural science and education, including leveraging the role of the SCO Demonstration Base for Agricultural Technology Exchange and Training. They note the successful holding of the SCO Agriculture Forum and Expo (Minsk, June 3–6, 2025) and the initiative to establish an electronic platform for the “SCO Food Security Atlas.”

Member states note the importance of further deepening cooperation in the field of education, committing to narrowing the digital divide, supporting the effective operation of the SCO University, increasing investment in digital skills training, and strengthening cooperation in the field of vocational and technical education.
Member states emphasize the significance of deepening scientific and technological innovation cooperation and implementing multilateral joint projects, advocate deepening cooperation in the transformation and application of scientific and technological achievements, and welcome the outcomes of the 5th SCO Entrepreneurship Forum (New Delhi, April 3–5, 2025).
The Meeting adopted the «Statement of the Council of Heads of State of the SCO Member States on Further Strengthening Scientific and Technological Innovation Cooperation». Member states believe that scientific and technological innovation plays an important role in achieving sustainable development and solving global problems, and advocate for the equal participation of Global South countries in open and fair international cooperation to build an innovative world economy.
Member states emphasize that, in accordance with the UN General Assembly resolution on ” Enhancing international cooperation on capacity-building of artificial intelligence,” all countries have the equal right to develop and utilize artificial intelligence.
Member states note that they will adhere to the concept of people-oriented and good-hearted intelligence, jointly prevent the risks of artificial intelligence technology, and continuously enhance the safety, controllability, reliability, transparency, inclusiveness, trustworthiness, and fairness of artificial intelligence technology. To this end, member states advocate the implementation of the «Roadmap for the Implementation of the Program of Cooperation among the SCO Member States in the Field of Artificial Intelligence» (Chengdu, June 12, 2025).
Member states welcome the adoption by the UN General Assembly on July 25, 2025, of the resolution on “The Role of Artificial Intelligence in Creating New Opportunities for Sustainable Development in Central Asia,” and note the initiative to establish a Central Asian Artificial Intelligence Center in Dushanbe.
Member states note the initiatives to establish an SCO mechanism for cooperation on artificial intelligence and a mechanism for cooperation on cutting-edge technologies.
Member states highly appreciate the contribution of Qingdao, China, as the SCO Tourism and Culture Capital for 2024–2025, in tapping the potential of tourism cooperation in the region and further strengthening cultural cooperation among member states.
Member states welcome the designation of Cholpon-Ata, Kyrgyz Republic, as the SCO Tourism and Culture Capital for 2025–2026, and note the proposal to hold the SCO Chinghiz Aitmatov Issyk-Kul Forum in Cholpon-Ata.
Member states will work to expand mutually beneficial cooperation in the tourism field, develop tourism infrastructure, and promote the growth of tourist flows.
Member states emphasize the importance of conducting global civilizational dialogue, enhancing mutual understanding among peoples, and carrying out international cooperation in the fields of education, science, culture, and the protection and promotion of rich tangible and intangible cultural heritage. To this end, member states highly appreciate the outcomes of the SCO Member States Art Festival (Qingdao, July 7, 2025) and note the upcoming “International Horizon” International Music Competition (Moscow, September 20, 2025), the 43rd session of the UNESCO General Conference (Samarkand, October 30 – November 13, 2025), and the 20th session of the UNESCO Intergovernmental Committee for the Safeguarding of the Intangible Cultural Heritage (New Delhi, December 8–13, 2025).
Member states support the coordinating role of the World Health Organization in global health governance, will promote the establishment of a fair, effective, and sustainable public health system, strengthen capacity building, enhance cooperation in emergency medicine, telemedicine, traditional medicine, primary health care, and other fields, and prevent and respond to possible future pandemics.
Member states highly appreciate the outcomes of the Meeting of the Ministers of Health of the SCO Member States (Xi’an, April 28, 2025) and the 8th Meeting of the Heads of Health and Epidemic Prevention Departments of the SCO Member States (St. Petersburg, December 12, 2024), and note the initiatives of relevant parties to establish a Global Alliance for Primary Health Care, an SCO Medical Association, and an SCO Working Group on Ensuring Supplies for Emergency Medical Rescue.
Member states are committed to deepening cooperation in the field of sports, note the importance of removing obstacles to participation in sports events, and emphasize that large-scale international sports events should uphold the spirit of peace, mutual understanding, international cooperation, friendship, and inclusiveness, and oppose any form of discrimination.
Member states welcome the holding of the SCO Kunming Marathon (December 29, 2024) and the Issyk-Kul Marathon (Cholpon-Ata, May 3, 2025). These events will strengthen international cooperation in sports, culture, and tourism.
Member states note the proposal to hold international sports events with the participation of SCO member states, such as the “SCO Cup,” in Russia in 2026, agree to continue studying the establishment of an SCO Sports Organization Association and an SCO Sports Working Group, and emphasize the importance of building the China-SCO Ice and Snow Sports Demonstration Zone (Heilongjiang).
Member states will strengthen exchanges and cooperation in the field of sustainable development based on the principles of environmental protection and energy conservation, including carrying out industrial cooperation, effectively managing waste, efficient use of resources, energy conservation, carbon reduction, and efficiency enhancement, and developing clean energy, to contribute SCO strength to promoting economic and social sustainable development.
Member states note the need to continue cooperation in environmental protection, restoration and protection of biodiversity, combating desertification, land degradation, and sandstorms, and protecting mountain ecosystems.
Member states highly appreciate the work of the “SCO Year of Sustainable Development,” reaffirm their commitment to deepening practical cooperation to achieve the UN Sustainable Development Goals, and note the outcomes of the SCO Sustainable Development Forum (Omsk, April 16, 2025) and the Forum on Poverty Reduction and Sustainable Development (Xi’an, May 20, 2025). They note the importance of developing the Roadmap for Cooperation among the SCO Member States in the Field of Social Development and Security.
Member states welcome the outcomes of the High-Level International Conference on Glacier Protection held within the framework of the “International Year of Glacier Protection 2025” (Dushanbe, May 29–31, 2025).
Member states support holding a regional climate summit in Kazakhstan in 2026 with the support of the United Nations.
Member states positively evaluate the outcomes of cooperation in the field of emergency disaster relief and are willing to strengthen cooperation in early warning and response to emergencies and eliminating the consequences of disasters.
Member states emphasize the importance of creating conditions for the healthy development of the younger generation and reducing their risk of engaging in illegal activities, support further strengthening youth cooperation, highly appreciate the ongoing work of the SCO Youth Council in addressing these issues, and will continue to promote exchanges among youth organizations of various countries.
Member states welcome the outcomes of the SCO Youth Leaders and Talents Conference (East Kazakhstan Region, July 31 – August 2, 2025) and the successfully held activities under the “SCO Youth Entrepreneurship International Incubator” project for 2024–2025.
Member states welcome the adoption of the UN General Assembly resolution on December 17, 2024, proclaiming 2026 as the International Year of Volunteers for Sustainable Development.
Member states reaffirm their commitment to protecting the rights of women and children in education, health, social and legal security, maintaining and consolidating family stability, opposing discrimination, and advocate strengthening ties among women’s organizations as an important direction of SCO activities. They believe that activities such as women’s forums and congresses should be held regularly, and a cooperation mechanism among the competent authorities for women’s affairs of SCO member states should be established.
Member states will continue to strengthen local cooperation through channels such as people-to-people diplomacy institutions and social friendship organizations, sister cities, and local governments, continuously enhancing mutual understanding and traditional friendship among peoples. They note the contributions of the China-SCO Committee for Good-Neighborly, Friendly and Cooperative Relations, the Uzbekistan SCO Center for People’s Diplomacy, the Kyrgyzstan SCO Center for Cultural Integration, the Tajikistan SCO Center for Friendly Cooperation, the Russian National Center for SCO People’s Diplomacy, and the Indian World Affairs Council SCO Research Center in strengthening SCO cultural and people-to-people exchanges.

Member states advocate following the principles of the UN Charter and the SCO Charter to continue expanding cooperation with relevant countries, partner organizations, and other international institutions.
Member states emphasize that expanding exchanges and cooperation with the United Nations and its specialized agencies is a priority direction of the SCO’s international engagement. They will continue to engage in high-level dialogue with the United Nations and its specialized agencies to enhance the ability to respond to various new threats and challenges and jointly achieve world peace, stability, and sustainable development.
Member states reaffirm their commitment to deepening coordination and dialogue on hot issues in the global agenda, such as international law.
Member states decide to merge the observers and dialogue partners of the Organization into SCO partners.
Member states welcome the decision to grant the Lao People’s Democratic Republic the status of dialogue partner of the Organization.
Member states highly appreciate the outcomes achieved during the presidency of the People’s Republic of China in the SCO from 2024 to 2025, believing that these outcomes have consolidated understanding, trust, friendship, and cooperation among the peoples of the SCO member states and enhanced the prestige of the Organization.
The next SCO presidency will be held by the Kyrgyz Republic, with its presidency slogan “25th Anniversary of the SCO: Together Towards Sustainable Peace, Development and Prosperity.” The next meeting of the SCO Council of Heads of State will be held in the Kyrgyz Republic in 2026.
