This paper gives a brief overview of the context of ICT in Namibia and focuses on three topics in particular:
- the dimensions of Namibia’s digital foreign policy and diplomacy;
- the global discourse on ICT and development and its implications for Namibia; and
- ICT as a factor in poverty eradication.
