Morocco’s Diplomatic Renaissance: Integrating Convergent Diplomacy into the Global Discourse

The international arena has evolved significantly due to the disruption of traditional communication methods by modern interconnected information flows and the complexification of strategies involving public and private actors, NGOs, interest groups, influencers, and intelligence communities. Diplomats have been urged to reevaluate their approach and seek new definitions of modern tools and mechanisms shaping the contemporary inclusive diplomatic landscape. As a case study, Morocco has successfully navigated the complexities of contemporary global affairs through a blend of public diplomacy and multifaceted strategies.

The international arena has evolved significantly due to the disruption of traditional communication methods by modern interconnected information flows and the complexification of strategies involving public and private actors, NGOs, interest groups, influencers, and intelligence communities. Diplomats have been urged to reevaluate their approach and seek new definitions of modern tools and mechanisms shaping the contemporary inclusive diplomatic landscape. As a case study, Morocco has successfully navigated the complexities of contemporary global affairs through a blend of public diplomacy and multifaceted strategies. Morocco’s public diplomacy strategy includes cooperation/Aid, cultural initiatives (the promotion of immaterial cultural heritage), values of tolerance and coexistence, sports diplomacy and economic diplomacy (Made in Morocco – Gate of Africa). Its mechanisms promote Moroccan art, cuisine, cultural exchange programs, and sports events, while also actively pulling international trade and investment opportunities to Morocco and joint ventures continentally and globally. This approach strengthens its economic ties, attracts foreign investment, and contributes to its overall development agenda.

The evaluation of Morocco’s public diplomacy employs a dual methodology, encompassing qualitative and quantitative tools. Qualitative insights are gleaned from reports generated by diplomatic posts worldwide, shedding light on cultural events’ objectives, activities, and audience satisfaction. The Royal Institute of Strategic Studies evaluates Morocco’s cultural diplomacy impact through yearly reputation studies. The study examines Morocco’s strengths and weaknesses, the quantitative study scrutinises Morocco’s reputation, guided by various indicators, thereby shaping the strategies and policies of cultural diplomacy practitioners. The Moroccan Academy of Diplomatic Studies incorporates a dedicated curriculum focusing on cultural diplomacy, providing diplomats with the necessary skills and insights for impact assessment.

The preceding paragraph overflew the intricate realm of public diplomacy, elucidating its significance in shaping international perceptions and garnering support for the nation’s foreign policy objectives. Now, as we transition into a new structured framework, it becomes imperative to explore the field of “convergent diplomacy”. This consultative research-based approach expands our understanding of diplomatic strategies, particularly in the context of public institutions collaborating extensively with non-public actors and their growing participation in shaping foreign opinions, as well as Establishes clear guidelines, metrics, and methodologies which not only would enhance the rigour of evaluation processes but would also foster consistency and comparability across diverse cultural initiatives.

Under King Mohammed VI’s rule, Morocco witnessed a swift surge in both economic and security cooperation connections worldwide. This dynamic growth has gradually nudged its regional power dynamics, signifying a notable regional/continental shift.

Convergent diplomacy represents an institutionalised departure from traditional diplomacy, positioning the latter as a master coordinator overseeing collaboration among various national institutions and agencies. This strategic paradigm, encapsulated by the term “convergent diplomacy,” entails a holistic engagement that defends national causes, advances soft power, and shapes foreign opinion. Orchestrated by a dedicated department within the Ministry of Foreign Affairs, this intricate coordination involves multiple stakeholders, including intelligence agencies, economic entities, cultural and sports organizations, non-institutional groups, media, grassroots entities, and individuals. With the overarching goal of enhancing cooperation between states, convergent diplomacy facilitates well-coordinated activities to address bilateral or multilateral challenges, such as climate change, new media disinformation, poverty, and inequality. Its inclusive nature ensures the consideration of diverse stakeholder interests, contributing to a comprehensive and effective formulation of foreign policies in the contemporary global landscape.

Given the overwhelming evidence that institutional diplomacy, public diplomacy, PR and parallel diplomacy can function independently to achieve specific self-governing goals, the twenty-first century offers not only a wealth of opportunities but also a plethora of challenges that require a new, sophisticated approach; convergent diplomacy is the answer to describe these different strategies and tools when coordinated by a central agency, the multipolar world of tomorrow (academic realism) calls for a new sophisticated approach.
