NATO Cooperative Cyber Defence Centre of Excellence is a NATO-accredited research and training facility dealing with education, consultation, lessons learned, research and development in the field of cybersecurity.

The Centre is open to all NATO member states, but cooperation projects are also conducted jointly with NATO's partner countries, academia and the private sector. The Centre’s current sponsoring nations are the Czech Republic, Estonia, France, Germany, Greece, Hungary, Italy, Latvia, Lithuania, the Netherlands, Poland, Slovakia, Spain, Turkey, the United Kingdom and the United States. In addition Austria and Finland have joined the Centre as contributing participants.

The CCD COE's 'Tallinn Manual' is a very detailed and elaborate study on how international law applies to cyberspace with regard to warfare.
