Silent foreign policy in Ethiopia

The silent departure of the US special envoy to the Horn of Africa has been viewed as a subtle sign of US concern regarding a civil war in Ethiopia, and in particular the inability to deliver aid to the Tigray region despite a ceasefire agreement. Silence in foreign policy has been used where open criticism has not worked.
