'The European Council is expected to adopt a comprehensive package of measures aimed at strengthening EU economic governance and ensuring the stability of the euro area. It is also expected to discuss the situation in Libya and the southern neighbourhood, call for a rapid  implementation of the measures agreed earlier this month and agree on first steps to support the countries of the region. The European Council will also express its support for the people and government of Japan, and assess the EU's humanitarian aid effort in the country and the situation in the energy sector.' Read full background note here.
