International Conference - Climate Change Diplomacy



 
The workshop 'Modern Diplomacy for Small States' takes place in Malta between the 8th and 17th of June 2009. It is being held in the four star Cavalieri Hotel (Spinola Road, St. Julians).

It is organised by DiploFoundation and sponsored by the Commonwealth Fund for Technical Cooperation through the GIDD under the auspices of the Malta/Commonwealth 3rd Country Training Programme and the Ministry of Foreign Affairs of Malta.

The workshop topic concerns the current diplomatic challenges and organisational needs of small states.
 

Objectives

Training consists of a combination of lectures, participant presentations and workshops. The programme includes a strong skill-improvement component consisting of simulation exercises and workshops. Course content is drawn from current best practices in the area of negotiations, public diplomacy, new technologies, diplomatic protocol, multilateral diplomacy and consular services, among others.

As part of the programme, participants are asked to present a short summary (20 minutes) of the challenges and experiences of their own diplomatic services. Each participant is asked to focus on a specific topic which will be assigned once their participation is confirmed. By sharing their experiences, participants will benefit from the comparison of their national experience with that of other small states. 

 
Target Participants 

The training programme is aimed at middle and senior-ranking officials of ministries of foreign affairs and other departments dealing with the foreign affairs of small states. Given the institution-building focus of the training programme, participants should be in a position to implement in their respective ministries and government departments some skills and knowledge acquired during the training programme. 


Faculty 

Faculty members include practising Maltese ambassadors involved in diplomatic activities such as accession to the European Union and chairing of the Commonwealth Secretariat. Participants will thus benefit from the most topical practices and the current insights of diplomats from a small island state. The programme also includes foreign lecturers and experts.
