Adela Elena Danciu, IGCBP 2006
Chamber of Deputies Romanian Parliament, Romania

Adela Danciu is from Bucharest, Romania. Since 2000 she has been working for the parliamentary committee for ITC in the Chamber of Deputies, and is` also involved in other activities such as holding a course and seminar on e-government and e-democracy for 3rd and 4th year students at the Faculty of Political Sciences. Adela graduated in law in 1998 and political sciences in 2004, and obtained an MA in international and community law in 2005. She has attended various conferences and seminars on ITC in Romania and underwent training in ICT policy in Budapest in 2003.

 

Ahmed Salman, IGCBP 2005
Knowledge Planet Ltd, Bangladesh

Ahmed Salem holds an MBA (from England) in English literature and a diploma in computer studies. His career objective is to help several countries reach their highest potential in the field of ICT through policy-oriented research-based innovation, while keeping in mind the ever-changing influence of the global economy and technology.  His recent research work includes a programme for SMEs in industrialised and developing countries that is part of a comprehensive business plan to promote e-commerce for SMEs across the globe.

 

Anas Tawileh, IGCBP 2006
ISOC Syria, Syria

Anas Tawileh works in, and carries out research into, the impact of technology on society and development, particularly in developing countries. He established the GNU/Linux Syria User Group in Damascus in 2002, co-founded the Internet Society – Syria Chapter and initiated the Arab Commons Initiative. He is also involved in many free and open source software projects and advocacy groups. Anas’s areas of interest include innovation, ICT4D, information security, the collective creation of knowledge and technology management and policy.

 

Biljana Glisovic, IGCBP 2006
EUnet, Serbia and Montenegro

Biljana Glisovic is from Belgrade, Republic of Serbia. She is an electrical engineer and is currently working as an account manager with EUnet (Internet Service Provider). Last year Biljana participated in the WSIS PrepCom II in Geneva and WSIS in Tunis as a Diplo student. Her main interests are in the extension of the telecommunication infrastructure in developing countries, ICT national strategies, e-business, e-commerce and consumer protection regulations. Biljana's future plans are to continue her education on internet governance and follow any future activities on the subject.

 

Dr Dhrupad Mathur, IGCBP 2005
National eGovernance Plan, Government of India, India

Dr Mathur works as senior consultant on the National eGovernance Plan at the Ministry of Communications and Information Technology, Government of India. He has over seven years of professional experience as an academic and researcher. He holds a PhD in e-Business process transformations for developing new e-business models and with an MBA background, he has international publications to his credit. He is also a Sun certified programmer and a certified IBM solutions developer. He has worked with the United Nations Working Group on Internet Governance in Geneva on fellowship assignment in association with DiploFoundation. Having successfully completed his course with Diplo, Dhrupad is now a tutor with the IGCBP.

 

Estuko Anderson, IGCBP 2006
Barbados High Commission, Ottawa, Canada

After completing a BA honours degree in history with social sciences in 1985, and a postgraduate diploma in international relations in 1986, Estuko joined the Barbados Foreign Affairs Ministry in 1987. During her 19 years in the foreign service, Estuko had been involved in protocol and conference services, privileges and immunities, consular services and policy formulation in a full range of issues in the Ministry’s International Relations Division. As a member of the Ministry’s senior management team, she has supervised the following departments: Consular, Americas, Europe, Africa, Asia, Commonwealth, the UN and CARICOM. In her capacity as supervisor of the Information and Communications Department, Estuko participated in two Diplo online training programmes: Diplo: the Regional Seminar on On-Line Training for Diplomatic Services for Caribbean Countries held at ACS Headquarters, Trinidad and Tobago, in 1999, and the Postgraduate Diploma in Information Technology and Diplomacy in 2000. Through the latter she was introduced to internet governance and was very eager to enhance her knowledge in this field. From September 2004, Estuko had been Counsellor and Head of Chancery at the Barbados High Commission in Ottawa, Canada. Sadly Estuko passed away in 2007.

 

Fuatai Purcell, IGCBP 2005
National ICT Secretariat, Samoa

Fuatai Purcell is ICT Advisor to the Government of Samoa and Secretary of the National ICT Committee. She was responsible for developing Samoa’s National ICT Strategic Plan that was approved by Cabinet in late 2004 and launched on 23 March 2005. She has represented her country at the World Summit of the Information Society (WSIS) process 2001-2005. During the first phase of the WSIS, she was a member of the Group of Friends of the Chair who developed the WSIS Declaration and the Plan of Action. She was also appointed a member of the UN Task Force for Financial Mechanisms, and Advisor to the UNDP-APDIP Open Regional Dialogue on Internet Governance, where she co-authored two chapters of a booklet launched at the Tunis phase of WSIS entitled: "Internet Governance: Asia Pacific Perspectives." Fuatai has recently been appointed a member of the Strategy Council of the UN Global Alliance for ICT and Development. She worked as a fellow in the office of the Secretariat of Internet Governance Forum in Geneva from May to July 2006 and has been appointed an expert advisor for Diplo Foundations online course on Internet Governance. Fuatai has a master’s degree in Commerce and Administration from the Victoria University of Wellington, New Zealand, with a major in Information Systems. She also holds a Research Certificate on Internet Governance from Diplo Foundation online courses and has published numerous papers and book chapters on various aspects of information and communication technology. Fuatai is a member of the Internet Society (ISOC) and an active member of the Pacific Island Chapter of ISOC.

 

Jean Philémon Kissangou, IGCBP 2005
CACSUP, RC Congo

Jean Philemon KISSANGOU began his studies at the Polytechnic Training School in Brazzaville in 1987, from where he graduated as a teacher of electrical engineering at technical grammar schools. He then taught in Brazzaville from 1993 to 2001. In 2002 he graduated with a master’s degree in networks and telecommunications from ESMT Dakar/Senegal. Philemon has also conducted many training programmes in the country's private sector. In 1998, he was one of the founders of the CACSUP education and ICT NGO, which aims to promote the use of ICT in education in Africa. Since then, he has been serving as a coordinator at both national and African levels with this NGO. Update

 

Ken Lohento, IGCBP 2005
Panos Institute West Africa (PIWA), ICT programme, cipaco project Senegal, Benin

Ken Lohento is from Benin, but has been living in Senegal since August 2004. He is the coordinator of CIPACO project activities at Panos Institute West Africa. Before joining PIWA, Ken was a consultant for different institutions in the area of ICT4D (writing reports for APC, UNDP, la Francophonie, assisting project implementation at UNESCO-Paris, etc.) and also worked on a voluntary basis for several sectors of African civil society. Ken has a master’s degree in research in information sciences (DEA). In 2006, he was appointed a member of the United Nations Internet Governance Forum Multistakeholder Advisory Group. Ken has published several articles and reports on ICT uses and policies in Benin and Africa.

 

Liliana Mihaela Moga, IGCBP 2006
Dunarea de Jos University and The 3rd Millenium NGO, Romania

Liliana Moga is from Romania. She graduated from the Dunarea de Jos University in 1997 with a degree in food economics and then in 2001 with a degree in informatics for business. In 2004 she obtained a master’s degree in the management of European programmes and politics. Liliana is currently working on her PhD thesis on value based information systems for SME. She works as a lecturer at Dunarea de Jos University, but is also involved in eGovernment projects. In 2002 she was highly involved with the e-Government topic of the SIBIS EU Project (Statistical Indicators Benchmarking Information Society). Liliana’s most valuable experience in the eGovernment field was her participation in the CIRN2005 conference in Cape Town, South Africa, in preparation for WSIS phase II.

 

Marsha Guthrie, IGCBP 2005
Caribbean Development Bank, Barbados

Marsha Guthrie has been living and working in the island of Barbados for the past five-and-a-half years. She studied political science with law at the University of the West Indies and has completed an MA in applied social research. Professionally, she has focused on the areas of business research mainly for competitive intelligence, developing and driving knowledge management initiatives, updating content for a website and the provision of general information services. successfully completed her course with Diplo, Marsha is now a tutor with the IGCBP 2006.

 

Mawaki Chango, IGCBP 2005
Independent Consultant, Togo Mozambique

Mr Chango is a graduate of philosophy (1995) and political science (1996), and is preparing a PhD thesis in information technology and policy (Syracuse University). He was actively involved in the WSIS process as a member of the African civil society and the internet governance caucuses. He is currently a member of the ICANN's GNSO Council, representing the non-commercial users constituency. On that council, he is involved in policy development regarding, among other issues, new generic top level domains (TLDs) and internationalised domain names (IDNs). Mawaki attended Diplo's capacity-building programme on internet governance in the spring of 2005, and for his achievement was awarded a UN fellowship to the WGIG Secretariat. Since 1997, Mawaki has worked with UNESCO, IDRC and CIUEM at the Eduardo Mondlane University in Maputo and at other establishments.

 

Mwende Njiraini, IGCBP 2005
Communications Commission of Kenya, Kenya

Mwende is an engineer by profession, working at the Communications Commission of Kenya. Her responsibilities at the Commission include the facilitation of ICT multistakeholder partnerships/initiatives, including the Kenya Network Information Centre, the Kenya Education Network (www.kenet.org) and the WSIS national taskforce. Having successfully completed her course with Diplo, Mwende is now a tutor with the Internet Governance Capacity Building Programme (IGCBP) 2006.

 

Dr Nityesh Bhatt, IGCBP 2006
Pacific Institute of Management, India

Dr Nityesh Bhatt is Associate Professor (MIS & Marketing Areas) with the Pacific Institute of Management in Udaipur (Raj) India. He holds various qualifications, including a BSc, MBA, PhD, FDP-IIM-A (and, of course, IGCBP from DiploFoundation). Nityesh has 10 years of experience in teaching and research consultancy and his other achievements include a PhD in e-governance. In addition, he has provided corporate training for more than 30 companies in various aspects of technology and management and is an approved research guide supervising the PhD work of four scholars. Nityesh is also a member of various government and university committees.

 

Seiiti Arata, IGCBP 2005
University of Sao Paulo, Brazil

Seiiti Arata Jr is a graduate of the Sao Paulo University Law School, with a JD equivalent degree and a masters in international law, with honours, on "International Internet Governance and Standards-Setting Regulations". He is a researcher on net neutrality issues and also a lecturer on legal issues related to the information technology, media and entertainment industry. Seiiti became part of the Capacity Building process in 2005, joined the secretariat for the Working Group on Internet Governance in Geneva in June 2005 and is now a tutor with the IGCBP 2006.

 

Ulemu Nyasulu, IGCBP 2005
University of Malawi, Chancellor College, Malawi

Ulemu took her bachelor’s degree in computer science and holds a master’s degree in I=information technology from James Cook University in Australia. She is currently lecturing at Chancellor College, which is a constituent college of the University of Malawi, until some years ago the only university in Malawi.

 

 

 

Vernous Guyverson, IGCBP 2005
Center for Assistance with IT Initiatives (CAITI), Haiti

Vernous Guyverson is an ICT consultant for the Haitian government. He holds a master’s degree in public administration with a focus on e-government and a bachelor’s degree in major accounting. Vernous is the international expert for several projects in the Caribbean, in Africa and in Canada. He is also an e-business lecturer at several universities in Haiti and French Guyana.

 

Violeta Boncanoska, IGCBP 2006
Integra Solution, Macedonia

Violeta Boncanoska, from Skopje, Macedonia, is currently finishing an MBA with the Faculty of Economics, Ss. Cyril and Methodius-Skopje. Her interests are in international business and new ICT, probably a reflection of her work experience with several ICT companies. Violeta has worked as project manager for printed and e-publications, managing website development and maintenance (including content management) and in the sales and marketing of Internet based DMS. She now works as a marketing consultant for Integra Solution, a Macedonian IT Company (IT solutions – networking, web and software development) that has a particular interest in information security.

 

Virginia (Ginger) Paque, IGCBP 2006
United Nations Association of Venezuela. Venezuela

Virginia Louise Paque was born in the United States, but has lived in Venezuela for the past 30 years. An educator by profession, she founded and ran the largest health club in the Aragua state region for 20 years. Currently, she provides manufacturing systems consulting for a Venezuelan washing-machine manufacturer, but dedicates most of her time to volunteer work as administrator for a free community acupuncture clinic and as a board member of the United Nations Association of Venezuela. She is the Venezuelan member of the World Federation of United Nations Associations Task Force on WSIS.
