The main objective of this session is to review the Internet Governance process between 2003 and 2005 (the WSIS process) and to present the lessons

The WSIS in Tunis will conclude one phase of the international debate on Internet
Governance.
The main objective of this panel will be to map possible future developments in the field of Internet Governance.
Panelists will reflect both on specific issues related to the conclusions of the WSIS and developments in 2006 as well as on more general issues, such as the future developments of technology and Internet Governance.

In the first part of this panel discussion, participants from the Internet Governance Capacity Building Programme will share their experiences of the 2005 Capacity Building Programme. This will include the presentation of research projects and course
activities. Based on their personal experience from the pilot programme conducted in 2005, the panellists will discuss on the use of this capacity building programme as a model for future regional and global capacity building initiatives in the field of Internet Governance.

» Internet Governance Portal

The Internet Governance Portal contains 5000 annotated links to various Internet Governance resources. The portal follows Diplo’s methodology, consisting of 45 issues divided into 5 baskets (infrastructure and standardisation, legal, economic, development, as well as socio-cultural). Methodologically, each issue is covered by answering the questions: what/who/where/how, and
when. The populating of data within the portal is part of Diplo’s research in the field of Internet Governance. The full version of the portal, which will be introduced at the Internet Governance Conference (Malta, February 2006) will include the following
features:

comprehensive and detailed coverage of IG issues, with a special emphasis on different academic and policy perspectives on the IG
debate;

simple introduction to IG issues, followed by the gradual introduction of
complexity;

combination of story-telling (narrative) and presentation of data according to particular classification
(database);
-
constantly updated information via various feeders providing information on Internet
Governance.
Diplo’s IG Portal provides both comprehensive and simple access to information and knowledge on Internet Governance.

» Launch of the Internet Governance Booklet

This will be a presentation of the Internet Governance booklet, published jointly by DiploFoundation and the Global Knowledge Partnership (GKP), and translated into all the official UN languages (Arabic, Chinese, French, Russian, and
Spanish).
The booklet is aimed at diplomats, civil servants, and other officials who lack a technical background. The booklet contains numerous illustrations explaining the key IG issues. The booklet is part of Diplo’s multilayer approach to knowledge and information (first layer – one-page introduction; second layer – introduction to the topic in the form of a booklet; third layer – comprehensive coverage in academic textbooks).

The Internet Governance DVD is a comprehensive multimedia resource consisting
of:

Internet Governance FILM (70 minutes), including explanations of IG issues through interviews with more than 30 leading experts and policy-makers in this
field;

Internet Governance COURSE, Diplo’s course developed over the last 10 years (which started as the ICT Policy course), covering more than 40 issues, organised in 5
baskets;

Internet Governance RESOURCES is a comprehensive repository of materials, papers, and documents on Internet
Governance.
The Internet Governance DVD follows Diplo’s approach of the multilayer presentation of information, from simple explanations (covered by the film) to more detailed analyses of various IG issues (covered by the other materials found on the
DVD).
The IG DVD was produced by DiploFoundation and the UNDP-Asia Pacific Development Information Programme
(UNDP-APDIP).
Copies of the IG DVD will be distributed during the presentation.

The main objective of this session is to discuss the various initiatives in this field, and to assess how they can contribute to the optimised and efficient building of research and training capacities in the field of Internet
Governance.
This session will also facilitate the meeting of the Internet Governance Capacity Building Initiative Consortium, whose aim is to build a critical mass of expertise and knowledge in Internet Governance in developing countries. The network-building activities will include awareness-raising activities, workshops, research, access to existing networks of practitioners and experts in the field, as well as the development of epistemic communities.
