Although their diplomacy differs in its thrust and nature from that of larger and more powerful states, small states are viable and active partners within the international community. In the diplomacy of small states, a higher premium is placed on persuasion and consensus-building than on power politics. 

The Diplomacy of Small States conferences addressed the challenges that small states face in achieving better participation in global affairs with fewer resources. Practitioners and academics presented their ideas on such issues as the organisation of diplomatic services, crisis management, the conduct of complex negotiations, innovative forms of representation, and the use of the Internet and ICT in diplomacy.

The Foreign Ministries: Adaptation to a Changing World conference was co-hosted by the Ministry of Foreign Affairs of the Royal Kingdom of Thailand and DiploFoundation. This conference built on the successful two-day conference organized by Diplo in Geneva in May 2006, attended by representatives from around 35 foreign ministries. 

Foreign ministries are located at the interstice of a complex transformation in the external and domestic environment in world affairs, with the entry of new actors, state and private, expanded dialogue arenas, subject plurality and evolution in diplomatic methods. In many countries, the foreign policy process is undergoing reform. An exchange of experiences and knowledge sharing among professional diplomats, scholars and academics is of demonstrated utility.
