The answer to the question is definitely "Yes".
Most attempts at construing a virtual embassy so far have tried to imitate a real embassy: A website is opened. An Ambassador is accredited, i.e. agreement is sought by e-mail from the receiving State and the Ambassador is then given credentials in the shape of another e-mail message. The Ambassador can then be reached either by a link on the website or over his/her e-mail address. Other links on the website lead to the various functions of the embassy, where an introductory text and further links can be found. These links would either provide

required information or the
e-mail address of the official in charge of the sector concerned.
The Ambassador might be the desk officer at the foreign ministry responsible for relations with the receiving State. If his/her rank is too junior, a more senior person may be appointed, more or less as a figurehead, while the main work is still done by the desk officer. The Ambassador, in such situations, would mainly become active when interaction with the foreign minister or a high ranking officer in the receiving ministry is necessary.
